Senator Kelly, Cochair, moved and asked unanimous consent that the                                  
Finance Committee referral be waived on CS FOR HOUSE BILL NO.                                       
167(STA) "An Act relating to license plates for Alaska National Guard                               
personnel and for antique motor vehicles; and providing for an                                      
effective date." Without objection, the bill was referred to the Rules
